Duties & Responsibilities

  • Planning and Designing
  • Develop project annual / quarterly / monthly planning and budgeting in consultation with the Programme and Partnership Manager (PPM) and relevant functions;
  • Coordinate the adaptation and localization of TDF's AI curriculum in collaboration with TDF, education authorities, and relevant stakeholders while ensuring alignment with national education frameworks and approval processes;
  • Support curriculum validation, consultation, endorsement, and dissemination processes with relevant education authorities and institutions;
  • Develop implementation plans for teacher training quality assurance, school implementation monitoring, and DTC expansion in collaboration with TDF technical teams;
  • Ensure consistency and coherence of program planning, budgeting and monitoring with the overall project and budget in the Country Strategic Plan (CSP), and donor requirements;
  • Develop annual and quarterly plans, monitoring plans, in line with the project and M&E framework;
  • Monitor implementation efficiency, optimize resource utilization, and recommend cost-saving measures without compromising quality while contributing to continuous improvements in cost-effectiveness and value for money throughout project implementation;
  • Develop individual and team action plans to ensure monthly and quarterly tracking outputs well tracked and engaged of PoEYS, DoEYS and schools;
  • Together with PoEYS, to ensure consultations, meetings, and joint planning are upheld;
  • Formulate project activities to include gender transformative aspect in order achieve gender equality outlined in the Policy on Gender Equality and Inclusion;
  • Supporting the PPM to develop the Gender Transformative Markers (GTM), Detailed Implementation Plan (DIP) in PMERL and other required documents pertaining to project implementation and partnership management;
  • Ensure that safeguarding for children and Program Participants risks included in the project planning and also budget for implement activity to mitigate those identified risk; and
  • Support the PPM and business development and finance teams to identify and develop new projects and/or renewal of existing projects in the subsequent phases and scale-up of AI education initiatives beyond project funding.
  • Implementation
  • Support participating schools in developing and implementing self-financing plans for AI classroom delivery, in line with the project's blended financing model, and monitor school-level budget allocation as a key sustainability indicator.
  • Coordinate the disbursement, tracking, and reporting of student innovation grants within Dariu Tech Clubs, including proposal review, grant award documentation, utilization monitoring, and outcome documentation.
  • Lead and facilitate implementation of curriculum localization activities and ensure approved curricula and teaching materials are effectively deployed within participating schools;
  • Work closely with TDF to ensure the quality, consistency, and effectiveness of master trainer and teacher capacity development programmes;
  • Monitor cascade teacher training activities, coaching, and communities of practice established under the project;
  • Re-enforce target schools implement AI education in accordance with approved curricula, implementation standards, safeguarding requirements, and agreed quality benchmarks;
  • Establish, strengthening, and lead monitoring performance of Dariu Tech Clubs (DTCs) as innovation hubs and teacher learning platforms;
  • Facilitate implementation of quality assurance mechanisms, classroom monitoring, coaching, and continuous improvement processes jointly with TDF and education authorities;
  • Ensure high quality of project delivery through direct project implementation in line with the approved project activities, budget timeframes;
  • Provide technical know-how to support on project implementation, monitoring and budget management including SAP’s WBS coding as required;
  • Provide capacity building to the Project Officer on project concept, monitoring and technical requirements to ensure they are able to effectively and efficiently achieve the outputs;
  • Lead and facilitate the school mapping, DTC clubs, and master trainers are selected;
  • Lead and facilitate Training Need Assessment (TNA) / capacity gaps analysis of targets school teachers, train to teachers and build Dariu Tec Club.
  • Monitor the progress of project implementation and budget expenditure of the Projects and provide timely explanation and action to address major issues, and regularly report to direct line manager.
  • Conduct Safeguarding and PSHEA risk assessments accordance to SCPP/PSHEA Policy during project implementation cycle, field visits of donors/stakeholders
  • Manage all project-funded assets with properly recorded, utilized, monitored, inventoried, and safeguardedin accordance with donor requirements and organizational policies.
  • Coordination and reporting
  • Maintains direct and regular communication with The Dariu Foundation (TDF) and operates under TDF's technical oversight and quality assurance role, in accordance with the Cooperation Agreement.
  • Serve as the primary focal point for day-to-day coordination with The Dariu Foundation (TDF), ensuring regular communication, timely information sharing, and joint problem-solving on project implementation matters;
  • Promote collaboration and resource-sharing opportunities that enhance long-term sustainability of curriculum implementation, teacher training systems, and Dariu Tech Clubs;
  • Facilitate periodic technical and strategic review meetings with TDF and ensure prompt follow-up on agreed actions;
  • Represent Plan International Cambodia and participate in relevant meetings with the government partners and other relevant stakeholders as agreed and coordinated with the PPM and the Country Management;
  • Provide regular / monthly updates on the progress of the projects, including any arising risks and issues to Programme and Partnership Manager (PPM) and the TDF representative;
  • Ensure compliance with all scheduled reporting requirements to the donors in terms of quality, completeness, accuracy, data tracking, and timeliness;
  • Ensure timely preparation and submission of all required donor reports, including monthly statistics reports, monthly narrative updates, six-monthly narrative and financial reports, workplan forecasts, and supporting documentation required by TDF;
  • Prepare information and other inputs required for progress reports.
  • Support the PPM as necessary in developing and maintaining strategic partnerships with government institutions, private sector actors, technology companies, educational institutions, and other stakeholders that can contribute to project sustainability and scale;
  • Support the PPM and TDF as necessary in identifying opportunities for complementary funding, grants, sponsorships, and partnerships to strengthen and expand project outcomes.
  • Monitoring, review and evaluation
  • Work with the Monitoring, Evaluation, Research and Learning (MERL) Officers to regularly monitor project outputs in accordance with the M&E frameworks of the projects;
  • Monitor curriculum institutionalization milestones, teacher training outcomes, school implementation fidelity, and DTC performance indicators in accordance with the project MERL framework;
  • Ensure lessons learned, implementation evidence, and quality assurance findings are documented and shared with TDF and relevant stakeholders for adaptive project management;
  • Document all good practices, case studies and lessons learnt from project monitoring, reviews and evaluations, and effectively disseminate and share to relevant staff, partners, stakeholders and donors;
  • Conduct monthly field monitoring at designated schools to consistently offer coaching to project officers, assess progress, and address any emerging issues in the field;
  • Regularly update the progress report in the Project Outline and ensure timely closure of the Project Outline and GTM in the PMERL system;
  • Actively participate in monthly team meetings / reflections with the PPM, other program team and NOs/donors;
  • Lead project preparation for donor reviews, audits, monitoring missions, and evaluations by ensuring availability of complete project documentation, records, asset inventories, and supporting evidence;
  • Monitor, and evaluate his / her work and the work of partners from the perspective of achieving gender equality and inclusion outlined in the Policy on Gender Equality and Inclusion;
  • Adhere to the Safeguarding Children and Program Participants Policy (SCPP) and report any incidents case in line with local reporting mechanisms; and
  • Coordinate and monitor all Safeguarding Children and Program Participants Policy (SCPP) requirements such as Safeguarding Children and Program Participants mapping, Safeguarding Children and Program Participants (SCPP) risk assessments and updates, and ensure SCYP risks are managed in terms of child participation all project activities, including those with partners.

Qualifications

  • Bachelor's Degree in Social Sciences and Development, preference with Development Studies, Education, ICT or equivalent

Work History

  • Development project management, ideally related to children for 5 years as a minimum

General & Technical Skills

  • Familiarity with Cambodia's MoEYS curriculum approval and dissemination processes, existing ICT and digital literacy curriculum frameworks, and the national teacher professional development system is highly desirable.
  • Knowledge of intensive project management and quality control.
  • Knowledge of social development, education, ICT, human rights-based approach and gender equality.
  • Knowledge of education system reform, and digital learning initiatives is highly desirable.
  • Experience working with government institutions and education stakeholders in secondary, upper secondary/high school, TVET, and youth development sectors.
  • Experience in project management, budget management and reporting.
  • Demonstrated experience in digital education, ICT-enabled learning, EdTech, AI education, or related innovation initiatives.
  • Practical understanding of artificial intelligence applications in education, including responsible and safe use of AI technologies for teaching and learning.
  • Experience supporting teacher professional development, curriculum implementation, quality assurance systems, or education sector reforms is highly desirable.
  • Strong stakeholder engagement and partnership-building skills across government, schools, private sector, and development partners.
  • Ability to develop and monitor complex project / program plans and budgets effectively.
  • Ability to plan, monitor and report on program activities in line with donor requirements.
  • Ability to coordinate a wide variety of stakeholders at different levels for program implementation and monitoring.
  • Excellent communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing).
  • Able to analyze and solve problems independently, and make decisions based on sound judgement.
  • Proven report writing skills in English and Khmer.
  • Computer literate (MS Excel, Word and PowerPoint) with strong digital literacy skills. Demonstrated knowledge of AI tools and practical applications of AI in education is highly desirable. Experience using digital learning platforms, online training systems, and educational technologies is an advantage.
