Position Summary

This position is based within DPA’s ICDP in Chikreng District, Siem Reap Province.

Duties & Responsibilities

• Provide overall leadership and management to ensure the effective and efficient implementation of the programme, including planning, implementation, monitoring, and evaluation of programme activities.
• Lead, support, manage, and motivate the ICD project team in Siem Reap Province to achieve the project’s overall and specific objectives.
• Conduct regular and sufficient monitoring visits to project sites and provide timely guidance, feedback, and recommendations to the project team to improve implementation and ensure that Milestones and Targets in the Logframe are achieved.
• Withs upport from DPA management, ensure compliance with donor requirements, due diligence, governance standards, DPA’s Safeguarding Policy, and GEDSI commitments throughout programme implementation.
• Lead the preparation of the annual operational indicator activity plan and budget, in collaboration with programme staff, and ensure timely submission of progress reports.
• Coordinate and support staff capacity development and performance management.
• Establish and maintain effective coordination and collaboration with NGOs, relevant government departments, private-sector actors, and other key stakeholders.

Qualifications

• Bachelor's Degree in agriculture, agribusiness, climate change and disaster management, or another related field

Work History

• At least of experience working with NGOs, preferably in the field of integrated community development for 5 years

General & Technical Skills

• Knowledge and practical experience in Community Organizing (CO) and Rights-Based Approaches (RBA) are critically required.
• Knowledge and experience in Project Monitoring, Evaluation, and Learning (MERL), results-based monitoring, data analysis, learning, and donor-compliant reporting.
• Experience in developing and tracking project indicators, assessing results against the logframe, documenting lessons learned, and using monitoring findings to improve programme implementation.
• Knowledge and experience in agricultural value chains and marketing is an advantage.
• Experience working with indigenous peoples, poor, vulnerable, and marginalised communities.
• Strong leadership and management skills in programme implementation, finance, administration, staff development, team management, and networking.
• Very good written and spoken Khmer and English.
• Sound computer skills, including MS Word, Excel, email, and internet applications.
