Position Summary

The Value Chain Investment Specialist (the Consultant) will report to the Project Director via PDoC Director and Project Manager for VCD and work under direct supervision of PDoC Director. The Consultants shall work closely with all project teams, by providing advice and consultation, to ensure effective project implementation and achievement of project outcomes.
Department of International Relationship and Cooperation (D/IRC) is the Project Management Office (PMO) to recruit National Value Chain Investment Specialists (VCIs) based in Stueng Treng & Kratie province that will be stationed in Provincial Department of Commerce (PDoC) with above mentioned and is expected to work on a full-time basis for the period of 12 months that can be extended based on satisfactory performance and availability of fund.
Duties & Responsibilities
- Detailed Duties
- The Consultants are expected to undertake, but not limited to, the following duties:
- Develop Cluster Business Plan
- Identification of business partners: brokering “win-win” and trust-based business or service relationships among value chain actors including improvement in business enabling environment.
- Strengthen the existing markers.
- Identification of business partners: brokering “win-win” and trust-based business or service relationships among value chain actors including improvement in business enabling environment.
- Market intelligence.
- Integrity check.
- Support to VC actors in accessing to financing facilities.
- Quality assurance on data, reports.
- Quality assurance on buy and sales contracts.
- Advise, ensure, support the PDoC management, during the AWPB formulation and implementation.
- Support PDoC on production of knowledge products.
- Support the BCF and PDoC focal point: capacity building and coaching.
- Coordinate with the project partners.
- Coordinate with the Provincial Coordinators
- Main Responsibility:
- Responsible for identifying emerging critical interventions for investments, enhancement of relationships, development of enabling institutions and services and stimulating actual scaling as part of focused and actor driven project facilitation for the specific value chains in a continuous multi-stakeholder consultation process through

- Support 4Ps dialogue
- B2B/B2S
- Facilitate, Coordinate and support the cluster members in interacting with the Farmer Organizations, Agriculture Cooperatives, Agriculture cooperatives and agri-business and other value chains actors to meet market requirements and strengthening technical, financial and business services providers/provision for specific value chains;
- Provide strategic support to province for inclusion of poorer households in developing respective value chains investment proposals.
- Facilitate, Coordinate and Support farmers, producer groups, ACs, agribusinesses, service providers in developing concept notes and investment/business plans within specific value chains:
- Private investment facilitation to farmers, producer groups, ACs and businesses.
- Support the preparation of the investment plan
- Coordinate project activities relating to rural financial services: linkages with MFI and banks.
- Support application to the project financing facilities: VCIF, Line of Credit and Sector Development Facilities (SDF).
- Data validation
- Collection of trader survey data and entry into MIS.
- Contribute to the knowledge development in the relevant value chains by undertaking case studies and document and promote learning in activities/investment following the knowledge agenda;
- Undertake any other duties as requested by the PDoC Director.

Qualifications
- Bachelor's Degree in Business Administration, Agribusiness Development, Marketing or relevant
Work History
- Experience on value chain development in particular agriculture value chains, preferably working experience with private sector and with IFAD supported projects for 5 years as a minimum
General & Technical Skills
- Sound experience in business development, service provision and supply chain development;
- Experiences with management and market analysis, grant fund proposal/plan development, appraisal, monitoring and evaluation, and feasibility analysis.
- Knowledge and experience in building capacity of stakeholders and facilitation of multi-stakeholder consultation workshops and training.
- Experiences that demonstrate creativeness, innovativeness and entrepreneurial skills;
- Excellent spoken and written English.
- Experience in agriculture value chains, public private partnership and service market development.
Soft Skills
- Good interpersonal skills and capacity to work effectively as part of a team.
