Position Summary
Report to Cambodia General Manager
Working days: Flexible
This position of Program Coordinator is responsible for supporting the planning, coordination, implementation, monitoring, and reporting of ARCDO programs and projects. The position works closely with the management team, program staff, communities, local authorities, partners, and other stakeholders to ensure programs are implemented effectively, on time, within approved budgets, and in accordance with ARCDO policies and standards.
The position requires regular field engagement and a strong commitment to community development and sustainable impact.

- Support annual, quarterly and monthly program planning with the Cambodia General Manager and relevant Department Heads.
- Translate approved program plans into practical activity schedules, milestones and task requirements.
- Maintain a centralized and up-to-date program and activity calendar.
- Coordinate dates, locations, people, materials, transport and other operational requirements.
- Track assigned activities and follow up on milestones, deadlines and outstanding actions.
- Coordinate and support implementation of approved education, social development, economic/livelihood, infrastructure and community activities.
- Coordinate field teams, volunteers, facilitators and project-assigned personnel during assigned activities.
- Ensure field activities are implemented according to approved plans, instructions and applicable procedures.
- Identify operational bottlenecks and escalate significant issues promptly.
- Support participant safety, orderly field delivery and respectful engagement with communities.
- Track implementation progress against approved workplans and agreed activity indicators.
- Maintain activity status records, action trackers and progress logs.
- Support collection and verification of beneficiary numbers, attendance, outputs and other required program data.
- Identify delivery risks, delays, resource gaps and implementation challenges at an early stage.
- Prepare concise weekly program updates for the Cambodia General Manager and relevant Department Heads.
- Support preparation of monthly program and activity reports using quantitative and qualitative information.
- Maintain complete, accurate and organized project records in ARCDO's approved digital filing system.
- Collect and organize attendance records, photographs, beneficiary information, handover documents and other required evidence.
- Support preparation of documentation required for management, funders and AusRelief HQ.
- Coordinate professionally with community and village leaders, schools, teachers, beneficiaries, families and local stakeholders.
- Support community orientation meetings, beneficiary identification and needs assessment activities.
- Coordinate required communications and administrative notifications with relevant local authorities.
- Represent ARCDO professionally and communicate approved program information accurately and respectfully.
- Coordinate approved procurement and delivery requirements with Administration & Finance.
- Support quotation gathering, purchasing coordination and delivery inspection in accordance with applicable procedures.
- Coordinate transport, vehicle arrangements, fuel, accommodation, venues, equipment and field supplies.
- Maintain activity readiness checklists and ensure required resources are available before field deployment.
- Submit receipts, advances and supporting documents in accordance with ARCDO financial procedures.
- Use approved monitoring and data-collection tools to support field monitoring.
- Track planned targets against actual outputs and document implementation results.
- Capture community feedback, challenges and lessons learned.
- Support post-activity reviews and practical recommendations for improvement.
- Identify practical opportunities to improve coordination, workflows and communication.
- Support development and refinement of SOPs, checklists, templates and tracking systems.
- Promote consistent use of ARCDO reporting, filing and documentation standards.
- Support effective use of Microsoft 365 and other approved digital tools for program coordination.

Qualifications
- Master's Degree is preferred
- Bachelor's Degree in Bachelor's degree in Development Studies, Social Sciences, Business Administration, Project Management, Public Administration, or a related field. is required
Work History
- Program Management in NGOs and Community Development for 2 to 3 years is required
- Demonstrated experience coordinating projects or development programs from planning through implementation and reporting in NGOs and Community Development for 2 to 3 years
- Experience preparing project reports, activity plans, budgets, and supporting documentation in NGOs and Community Development for 2 to 3 years
