Position Summary

The primary objective of this consultancy is to develop a comprehensive database and map of markets across 10 highly targeted districts in Phnom Penh. Rather than general overviews, this database must function as a practical, and define clear decision pathways for sustainability and trade facilitation.
Department of International Relationship and Cooperation (D/IRC) is the Project Management Office (PMO) to recruit National Consultant to Develop Business Directory for AIMS project that will be stationed in PMO and is expected to work on 240 working days within 10 months from contract signing as remittent that can be extended based on satisfactory performance and availability of fund.
The services will be provided by an individual consultant, who will be recruited in accordance with the Procurement Management Manual of the Updated Standard Operating Procedure issued by RGC’ Sub Decree No. 181, dated 02 December 2019, For All Externally Financed Projects/Programs in Cambodia and IFAD Procurement Handbook.
Duties & Responsibilities
- The specific objectives of the assignment are to:
- Develop a comprehensive database and map of markets across 10 selected strategic districts in Phnom Penh using a cluster-based methodology.
- Identify and document market classifications, types, and infrastructure facilities.
- Assess the operational and registration status of each market.
- Classify products and commodities traded within each market.
- Translate operational market data into actionable insights to resolve systemic market failures and supply chain gaps.
Languages
- English - Good
Qualifications
- Postgraduate Degree in economics, or related field
Work History
- Policy analysis and market systems for 7 years as a minimum
General & Technical Skills
- Strong Knowledge of policy engagement with Government institutions
- Strong Knowledge of Khmer translation
- Excellent analytical and writing skills
- Ability to engage multi-stakeholder audiences.
