Position Summary

This position has a rolling interview process, meaning interviews will be conducted as applications are received.

Duties & Responsibilities

  • Planning
  • Support the Project Manager to ensure consistency and coherence of project planning, budgeting and monitoring with the overall project and budget in line with the donor requirements;
  • Support the Project Manager to develop annual and quarterly plans, and monitoring plans, in line with the project and M&E framework;
  • Assess/map potential schools for implementation of project activities, including capacity building, beneficiary’s verification, distribution, coordination, and school facilities/ infrastructure;
  • Support the Project Manager to formulate project activities to include gender transformative aspect in order achieve gender equality outlined in the Policy on Gender Equality and Inclusion; and
  • Ensure that safeguarding for children and Program Participants risks is included in the project planning and also budget for implementing activity to mitigate those identified risks.
  • Implementation
  • Assess school mapping in assigned district(s) and ensure program activities reflect identified needs and take collective actions to reflect to the gaps;
  • In collaboration with schools & DoEYS to complete reports in accordance with the project deadlines- this includes student data, education data, DTC data;
  • Facilitate and collaborate with trained teachers to form DTC as well as on-going support;
  • Coordinate in selecting master trainers from teacher training institutions, education departments, and lead schools.
  • Ongoing coaching, peer-learning, and quality assurance mechanisms;
  • Assess the capacity gaps of school teachers, and school management committee, identify training needs, and collaborate with PoEYS/DoEYS to build relevant professional development training;
  • Lead the implementation of activities in assigned province to ensure project completion within deadline and with cost efficiency, and comply with donor requirements;
  • Establish of the Dariu Tech Clubs in selected schools, provide hardware, AI tools, and innovation grants, train and coach facilitators, and mentor students through innovation challenges, showcases, and competitions to build digital economy readiness; and
  • Conduct Safeguarding Children and Program Participants (SCPP) risk assessment and mitigation measurements for any event that involves children and young people with support from PM
  • Coordination and reporting
  • Provide regular/monthly updates on the progress of the projects, including any arising risks and issues to the project manager;
  • Support coordination between PoEYS, DoEYS, district and commune authority in the process of sharing achievements, challenges, and way of learnings in areas with ethnic minority;
  • Work with MERL Officer and the Project team to consolidate and prepare information and other inputs required for progress reports and submit to Project Manager; and
  • Work closely with school management, school management committee members and teachers to update and report, DTC project data.
  • Monitoring, review and evaluation
  • Support the Project Manager and MERL Officer to regularly monitor project/program outputs, beneficiary children progress in accordance with the M&E frameworks of the project;
  • Conduct field monitoring to provide support to DoEYS, schools, School Management Committee, and local authorities for smooth project implementation and achievements;
  • Monitor the progress of activities according to the set standards and indicators of the project;
  • Actively participate in monthly team meetings/reflections with Project Manager, PPM and other Program staff; and
  • Adhere to the Safeguarding for Children and Program Participants and report any incidents in line with local reporting mechanisms.

Languages

  • English - Good

Qualifications

  • Bachelor's Degree in Development Management, Education, ICT or other related fields

Work History

  • Working in community development, education is asset for 3 years

General & Technical Skills

  • Good knowledge of international development, community development and programs
  • Good knowledge of gender, human rights, and child rights
  • Good knowledge of Education Sector development in urban and rural areas of Cambodia
  • Good knowledge of gender equality and child rights
  • Knowledge of the rights-based approach, partnership and working with sub-national authorities
  • Knowledge of project cycle management best practice
  • Good knowledge of primary and lower secondary education in Cambodia, specifically on ICT and AI in education
  • Experience in working with and through government departments for implementation
  • Experience in capacity building and training
  • Experience in project management, budget management and reporting
  • Ability to plan, monitor and report on project activities in line with project documents
  • Ability to coordinate a wide variety of stakeholders at community and provincial level for project implementation and monitoring
  • Good communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing)
  • Good report writing skills in English and Khmer
  • Computer literate (MS-Excel, MS-Word, and MS-PowerPoint)
  • Knowledge on ICT and/or AI in education is the asset
