Position Summary

Schedule: Intermittent

Job Purpose: To provide guidance on livelihood support activities and coordinate closely with the Livelihood Improvement Support Team to support for the livelihood to smallholder farmers, facilitate access to the small grants to support investment in climate resilient technologies within the seven selected value chain commodities.

Duties & Responsibilities

• Examine the existing marketing channels and value chains for the selected priority commodities to confirm the potential opportunities for the adoption of climate resilient technologies and the funding requirements
• Establish the mechanisms for the delivery of the small grants for green investment in climate resilient technologies
• Develop a Small Grants Manual to document the procedures
• Support the delivery of the training and awareness raising activities on green investment to government in each province
• Collaborate with government staffs in the design of the on-farm demonstrations to identify opportunities for the integration of climate resilient design features.
• Facilitate the establishment of provincial working groups to assist the groups of smallholder farmers and formulation of small grant proposals and ensure that women and vulnerable groups will benefit from the delivery of the small grants.
• Provide on-going monitoring and support to ensure effective delivery of the funding for the small grants through the commune
• Attend the provincial/communal monthly coordination meetings
• Prepare reporting quarterly and annual progress reports.
• Maintain and make available an appropriate database to track the progress and activities

Languages

• English - Fluent

Qualifications

• Bachelor's Degree in rural sociology and combination as a minimum
• Master's Degree is preferred
• Postgraduate Degree in agriculture and rural development

Work History

• Green investment in agriculture and rural development, climate resilience technologies and green investments within the selected commodity value chains, and develop a Small Grants Manual to document the procedures for 12 years as a minimum

General & Technical Skills

• Extensive experience to implement projects supported by ADB and previous experience of working with the TSSD project will be preferred
• High level of computer literacy and in the use of MS Excel and Office applications.
• Excellent English communication skills, written and spoken.
• Happy to work in rural areas and remote communes/villages and to relocate and work within the assigned province.
