Position Summary
Schedule: Intermittent
Job Purpose: To provide guidance on the financing and fund flows at provincial level to support the implementation of all project activities in the province with project team leader.
Duties & Responsibilities
- Financial Management & Compliance: Advise project leadership, provincial facilitators, and working groups on aligning financial operations and fund flows with ADB loan/grant agreements and government regulations.
- Procurement & Contract Oversight: Guide execution and implementation teams on procurement procedures, contract management, and regulatory compliance to maintain operational standards.
- Audit & Technical Support: Assist ministry Project Directors and Managers in addressing audit findings, resolving financial or procurement issues, and delivering technical backstopping.
- Capacity Building & Coaching: Provide hands-on training and coaching to government staff and commune council staff on financial management, procurement execution, and disbursement documentation.
- Reporting & Administration: Prepare regular financial progress reports detailing operational status and recommendations, while executing additional tasks as directed by project team leader.

Qualifications
- Master's Degree in finance and accounting with a Certified Public Accountant or Chartered Accountant
Work History
- Managing decentralized financial systems, procurement, and project administration for rural development programs for 15 years as a minimum
General & Technical Skills
- Regulatory & Compliance Mastery: In-depth knowledge of government SOPs, sub-national governance reforms, and ADB financial rules, policies, and procedures (with TSSD project experience preferred).
- Technical & Software Proficiency: High level of computer literacy, including advanced use of MS Office, financial databases, spreadsheets, and project management software.
- Communication & Mobility: Excellent written and spoken English, paired with a willingness to relocate and conduct regular field visits to remote rural communes and villages.
