Position Summary

Intervention: Policy Dialogue for Results

Location: Based in Phnom Penh with regular travel to provinces.

Report to: Senior Advocacy Advisor

Key Relationship: CWA Executive Director / designated focal point, with technical coordination from CAPRED

Contract Duration: The contract is up to 30 June 2027. Possible for extension upon contract extension from CAPRED.

Funded by: Australia through the Cambodia Australia Partnership for Resilient Economic Development (CAPRED)

Objectives of the Position

The Junior Advocacy Advisor will provide analytical and technical support to the intervention by generating evidence, conducting research, developing advocacy products, and introducing innovative advocacy approaches that strengthen CWA's influence and effectiveness. She/he will also support GESDI and climate resilience mainstreaming into the intervention.

Duties & Responsibilities

  • Junior Advocacy Advisor:
  • Leads evidence generation and sector analysis
  • Produces policy analysis and advocacy products.
  • Manages data and commitment tracking system to enhance accountability.
  • Drives innovative and digital approaches to advocacy.
  • Supports GEDSI and climate mainstreaming.
  • Evidence Generation and Policy Analysis
  • Design and implement survey, diagnostics, and other evidence-generation activities.
  • Conduct sector analysis to identify challenges and opportunities affecting private investment in clean water supply.
  • Produce evidence packages to support provincial dialogues, national engagement, and advocacy initiatives.
  • Conduct stakeholder mapping, political economy analysis, and policy research.
  • Advocacy Strategy Development
  • Assess current advocacy by identifying challenges and opportunities to enhance result-based advocacy for the sector.
  • Develop the innovative and result-based advocacy strategy for the sector
  • Develop implementation pathways and supporting tools for advocacy activities
  • Maintain advocacy databases and progress tracking systems.
  • Strategic Engagement with G-PSF and other Platforms
  • Actively engage with national and sub-national advocacy forums to inform result-based advocacy for clean water supply and recommend the adaptation of G-PSF’s advocacy tools/approaches into the intervention.
  • Identify opportunities and pathway to raise the challenges of clean water supply in G-PSF to enhance accountability for clean water supply.
  • Advocate clean water supply as the prioritized infrastructure for economic growth in G-PSF and other platforms.
  • Innovation and Communications
  • Identify innovative approaches and modern tools for stakeholders’ engagement and policy influence.
  • Lead the preparation, visualization and digital communication of evidence and advocacy products.
  • Contribute ideas for strengthening CWA's visibility and sector leadership.
  • GEDSI and Climate Integration
  • Mainstream gender, disability, social inclusion, and climate resilience considerations across intervention activities.
  • Analyse gender-disaggregated data.
  • Identify priority reforms for GEDSI and climate resilience enhancement.
  • Deliverables
  • Survey and analytical reports including stakeholders and political economy mapping.
  • Sector diagnostic reports.
  • Concept note of advocacy strategy for the sector.
  • Innovative and practical advocacy tools and communication materials
  • Regular updated progress-tracking system.
  • GEDSI and climate integration assessments.
  • Quarterly analytical reports.
  • Others as designated
  • Compliance:
  • Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies.
  • Ensure GEDSI principles are incorporated into intervention design and implementation.

Qualifications

  • Bachelor's Degree in Public Policy, Governance, Development Studies, Economics, Political Science, or related fields. as a minimum

  • Strong analytical, research, and writing skills.
  • Understanding of stakeholder mapping and evidence-based advocacy.
  • Excellent English writing and communication skills.
  • Young, energetic, and innovative professional with a demonstrated interest in policy reform and advocacy.
  • Experience with data visualization, research, or public policy analysis.
  • Strong interpersonal and teamwork skills.
  • Experience in water, infrastructure, governance, or private sector development sectors.
  • Familiarity with digital communication and creative advocacy approaches.

Soft Skills

  • Critical thinking and problem solving.
  • Ability to work independently and proactively.
