- Bachelor or Master’s degree in Human Resources Management, Business Administration or related field.
- HR-related certifications, labor law training, or professional HR development programs are an advantage.

- Experience in retail, food & beverage, hospitality, or multi-branch operational environments is an advantage.
- Strong knowledge of Cambodian Labor Law, payroll administration, attendance management, and employee relations practices.
- Experience leading HR projects, HRM systems, SOP implementation, and organizational improvement initiatives.
- Proficient in Microsoft Office, HRM systems, and reporting tools.

JOB SUMMARY
The Human Resources Manager leads and strengthens the overall Human Resources operations across HR Operations, Employee Relations, and Learning & Development functions to support business growth, workforce stability, operational compliance, and employee capability development. The role drives HR execution, people governance, employee engagement, training effectiveness, and workforce performance while ensuring HR systems, policies, payroll processes, and employee practices align with company standards, operational objectives, and Cambodian labor regulations.
JOB RESPONSIBILITIES
- Lead and supervise HR Operations, Employee Relations, and Learning & Development teams by establishing departmental work plans, task monitoring systems, KPI tracking, and execution timelines to improve HR service efficiency, accountability, and operational support across head office and store operations.
- Monitor payroll preparation, attendance management, employee benefits, HR documentation, and labor compliance processes to achieve at least 98% payroll accuracy while ensuring compliance with Cambodian Labor Law, Internal Policies & Regulations (IPR), and company governance standards.
- Coordinate HR audits, labor inspections, NSSF matters, and government reporting submissions within required timelines and documentation standards to minimize compliance risks and operational penalties.
- Oversee disciplinary documentation, warning records, employee case files, and policy enforcement processes to ensure proper governance, legal compliance, and consistency in disciplinary practices across all departments.
- Review manpower movement, absenteeism trends, workforce allocation, and operational staffing utilization to support manpower stability, reduce operational disruption, and maintain approved manpower structure across stores and head office functions.
- Oversee probation follow-up, employee confirmation reviews, internal transfers, and workforce deployment processes to ensure timely employee evaluations, smooth workforce transitions, and operational readiness across business functions.
- Investigate employee grievances, workplace conflicts, misconduct cases, and disciplinary concerns while ensuring fair resolution, proper documentation, closure tracking, and alignment with company policies and labor regulations.
- Lead employee engagement activities, internal communication programs, and workplace culture initiatives to improve employee participation rate, strengthen organizational culture, and support positive employee experience across the company.
- Drive training plans, KPI appraisals, probation evaluations, and development programs to achieve at least 90% completion rate for approved learning and performance management activities, while analyzing training effectiveness, skill gaps, and performance trends to recommend continuous improvement actions and capability development priorities.
- Support HR strategic initiatives including HRM system implementation, process improvement projects, policy enhancement, employer branding activities, and organizational improvement initiatives by reviewing HR workflows, forms, SOPs, and operational procedures to strengthen process consistency and service quality.
- Perform other tasks as assigned.
