Duties & Responsibilities
- Planning and Designing
- Support partners to develop project annual / quarterly / monthly planning and budgeting in consultation with
- the Programme and Partnership Manager (PPM) and relevant functions.
- Ensure consistency and coherence of program planning, budgeting and monitoring with the overall project
- and budget in the Country Strategic Plan (CSP), and donor requirements.
- Support the PPM to develop annual and quarterly plans, monitoring plans, in line with the project and M&E
- framework.
- Work with the PPM to plan for capacity development to the partners in line with the localization approach.
- Plan his/her work and support the partners in developing gender and inclusion planning in line with the
- approved policies and guidelines.
- Supporting the PPM to develop the Gender Transformative Markers (GTM), Detailed Implementation Plan (DIP), PMERL and other required documents pertaining to project implementation and partnership management.
- Where required, supports the PPM, BDD and finance teams to develop new projects and/or renewal of existing
- projects in the subsequent phases.
- Implementation
- Lead and facilitate to ensure high quality of project delivery through the partnership in alignment with the
- approved project activities and budget timeframes.
- Lead and facilitate to ensure all partners are aware of the overall project concept and objectives, and know
- how to implement the project activities based on the proposal.
- Provide technical know to how to support partners on project implementation, monitoring and budget
- management including SAP’s WBS coding as required.
- Coordinate to ensure that system processing for the request for advance payment to partners / other payments
- is accurate and timely.
- Monitor the progress of project implementation and budget spending of the Projects and provide timely advice
- and support on any major issues in over / under spending and / or delays or deviations to work plans.
- Using P&IQP standards, regularly report to the PPM and present during the BvA meeting on issues related to
- over / under spending and / or delays or deviations to the agreed work plans.
- Conduct Safeguarding Children and Program Participants (SCPP) implementation assessments during project field visits to establish if there are gaps and then support partners to improve their compliance with the SCYP implementation standards.
- Partnership Coordination
- Provide the support to line manager on ongoing training, coaching and mentoring to partners’ staff members
- on project management procedures and guidelines to assure the quality delivery of projects and programs.
- Monitor partner performance, both technical and financial project management, and track the progress of the
- partner capacity building and performance.
- Coordinate regular joint partner monitoring and reporting, and lessons documented and shared;
- Work closely with partners to solve any issues related project implementation through monthly meeting with
- partner’s project team.
- Regularly strengthen the capacity of partner on risk management, safeguarding and fraud awareness.
- Support the PPM to respond to audit findings, annual partnership surveys and recommendations related
- partnership issues.
- Coordination and reporting
- Represent Plan International Cambodia and participate in relevant technical working group meetings at the
- national, provincial and district levels.
- Provide regular / monthly updates on the progress of the projects, including any arising risks and issues to
- the PPM.
- Consolidate, review and edit progress reports to donors (annual / 6-montly / quarterly include case studies, most significant change stories and photos), to ensure they are high quality, on time, and comply with donor requirements.
- Prepare information and other inputs required for progress reports.
- Support the PPM to prepare partnership assessment and documents preparation and finalization for the new
- and existing partners.
- Monitoring, review and evaluation
- Work with the Monitoring, Evaluation, Research and Learning (MERL) Officers to regularly monitor project
- outputs in accordance with the M&E frameworks of the projects.
- Follow up and update the progress against the agreed action points during and after field monitoring visits
- and quarterly partners’ feedback reports.
- Regularly update the progress report in the Project Outline and ensure timely closure of the Project Outline
- and GTM in the PMERL system.
- Actively participate in monthly team meetings / reflections with PPM, other program team and NOs/donors.
- Participate and coordinate all internal and external reviews and evaluations, including audits.
- Monitor, and evaluate his / her work and the work of partners from the perspective of achieving gender equality
- and inclusion outlined in the Policy on Gender Equality and Inclusion.
- Adhere to the Safeguarding Children and Program Participants Policy (SCPP) and report any incidents case
- in line with local reporting mechanisms.
- Coordinate and monitor all Safeguarding Children and Program Participants Policy (SCPP) requirements such
- as Safeguarding Children and Program Participants mapping, Safeguarding Children and Program
- Participants (SCYP) risk assessments and updates, and ensure SCYP risks are managed in terms of child participation all project activities, including those with partners.

Qualifications
- Bachelor's Degree in Health and Nutrition, Social Sciences and Development or equivalent.
Work History
- Development project management, ideally related to children for 5 years
General & Technical Skills
- Knowledge of intensive project management and quality control.
- Good knowledge of community development related to integrated Nutrition, livelihood and WASH/ Nutrition Sensitive WASH
- Knowledge of social development, gender equality, the rights-based approach, partnership and working with
- Knowledge of ethnic minority culture and/or languages (Rattanakiri).
- Experience in working with and through partner organizations and government departments for implementation.
- Experience in project management, budget management and reporting.
- Ability to develop and monitor complex project / program plans and budgets effectively.
- Ability to plan, monitor and report on program activities in line with donor requirements.
- Ability to coordinate a wide variety of stakeholders at different levels for program implementation and
- monitoring.
- Proven report writing skills in English and Khmer.
- Computer literate (MS-Excel, MS-Word, and MS-PowerPoint).
- Excellent communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing).
