Job Description
The HR & Admin Manager leads the company’s people and administrative agenda through this period of transformation.
The role designs and implements the full HR and administrative operating framework — SOPs, workflows, role definitions, KPIs, and policies — while building a modern, engaged, high-performing workforce aligned with our Vision, Mission, and Values. Operating across all projects, the manager partners with leadership to attract top talent (with a strong focus on the next generation), embed a performance culture, and ensure the people function actively drives the company's growth.
RESPONSIBILITIES & DUTIES
- HR Governance & Systems Setup
- Design the HR & Admin operating framework: organizational charts, departmental budgets, and approval matrices
- Draft, standardize, and implement HR SOPs, operational workflows, and employee handbooks in compliance with Cambodian Labour Law
- Develop strategic workforce planning aligned with the project phases: planning, sales, site construction, and handover
- Establish a company-wide KPI framework and Performance Management System (PMS) for corporate, sales, and construction-site teams, with objective monitoring and reporting.
- Culture, Vision & Employee Engagement
- Embed the company Vision, Mission, and Values into daily operations so every employee understands how their work connects to the company's direction
- Design and run employee engagement programs that build pride, ownership, loyalty, and retention
- Act as a culture champion and change agent throughout the company's transformation.
- Talent Acquisition & Employer Brand
- Build recruitment pipelines for diverse roles: corporate executives, civil engineers, architects, sales personnel, and site administrative staff
- Design a modern recruitment strategy and employer brand across digital and social channels, with a particular focus on attracting and retaining Gen Z talent
- Own a candidate experience that positions the company as a modern, ambitious employer of choice.
- Compensation, Payroll & Employee Relations
- Structure competitive salary bands, sales commission schemes, and performance bonuses tailored to industry benchmarks
- Oversee monthly payroll, site allowances, attendance tracking, and statutory tax / NSSF filings
- Manage employee relations, conflict resolution, disciplinary actions, and labour-law compliance.
- Talent Development & Retention
- Build career paths, training programs, and development plans that grow internal capability
- Design recognition programs that reward performance and proactively reduce turnover of key talent.
- Administration, Assets & Government Relations (Oversight)
- Provide leadership oversight of office and facilities administration — procurement, leasing, utilities,
maintenance, and document control — delivered day-to-day by the Senior Admin Officer
- Oversee company asset, fleet, and vehicle management: asset register, routine maintenance, insurance, driver schedules, and logbooks
- Oversee corporate licensing, business permits, municipality registrations, and liaison with local authorities
- Oversee travel, visa, work-permit, and accommodation arrangements for expatriate staff and executive guests
- Modernize HR and Admin operations through digital tools, systems, and automation.

Office: Head Office Chbar Ampov
Reports to: Chief Executive Officer
Oversees: The HR function + a Senior Admin Officer
Employment: Full-time, Permanent
Salary: Competitive — commensurate with experience
Job Requirements
- Bachelor's degree in HR Management, Business Administration, Law, or a related field (Master's / MBA a plus)
- 5–7+ years of progressive HR and Office Administration experience, with at least 3 years in a managerial role; experience in Real Estate, Borey development, or Construction strongly preferred
- Proven track record setting up HR & Admin operations, drafting SOPs, and managing dual HR/Admin functions
- Deep knowledge of Cambodian labour code, business licensing, asset management, and HRIS / payroll tools
- Tech-savvy — comfortable with data and eager to automate and modernize
- A creative problem-solver and innovator, and a natural leader who inspires, coaches, and aligns teams
- Proven ability to attract and engage talent, especially younger generations
- Strong leadership, budget management, negotiation, and cross-departmental coordination
- Strong communication skills in Khmer and English; energized by change and comfortable with ambiguity.
