Reports to Project Manager for Management of Child Wasting Project

The Project Officer is responsible for supporting a Project Manager for overall coordination of the project monitoring and implementing of the project activities in responsible provinces through working with Provincial Health Departments, operational districts, referral Hospital and Health Facilities for strengthening the prevention, early identification, referral and management of child wasting through government systems.

As a staff member of a child-centered international development and humanitarian organization, the Project Officer will commit to uphold Plan International's standards and policies related to Safeguarding Children and Program Participants and Gender Equality.

Duties & Responsibilities

• Planning
• Support a Project Manager to ensure consistency and coherence of project planning, budgeting and monitoring with the overall project and budget in line with the donor requirements.
• Support the Project Manager to develop annual and quarterly plans, and monitoring plans, in line with the project and M&E framework.
• Support the project team to work with PHD, Operational District (OD) officers, Health Center staffs and VHSGS in planning outreach activities to identify, identify priority behavioural, social, and service delivery barriers to preventing and managing child wasting.
• Support the Project Manager to formulate project activities to include gender transformative aspect in order achieve gender equality outlined in the Policy on Gender Equality and Inclusion.
• Ensure that safeguarding for Children and Program Participants risks is included in the project planning and also budget for implementing activity to mitigate those identified risks.
• Implementation
• Faciliate project activities in coordination and partnership with Provincial Health Department, Operational District (OD) officers, Health Center staffs and VHSGs to support specific vulnerable groups among targeted populations for mapping to identify priority behavioural, social, and service delivery barriers to preventing and managing child wasting.
• Collect and map data on the social and service delivery profiles of each assigned ODs which include socio-demographic data (e.g., poverty, disability)
• Conduct a Rapid Coverage and Community Assessment (RCCA)
• Conduct HCD (Human-Centered Design) to test, and refine practical solutions, tools, materials, and implementation approaches, generating only the additional evidence and insights needed to strengthen programme effectiveness.
• Support ODs/HCs in developing a work plan and budget to implement the approved interventions:
• Assess the capacity gaps of HCs/Referral Hospital to improve child wasting outcomes
• Assess the capacity gaps VHSGs, identify training needs, and collaborate with ODs/HCs to build VHSG capacity to support caregivers, promote early identification of children at risk of wasting, and facilitate timely referral, treatment, follow-up and recovery through linked health services and government systems.
• Conduct Safeguarding Children and Program Participants (SCPP) risk assessment and mitigation measurements for any event that involves children and young people with support from Project Manager.
• Support a Project Manager to implement project activities as agreed in the project documents and frameworks and agreed with timeframes.
• Coordination and reporting
• Support coordination between PHD, OD, HC/CCWC/VHSG to strengthen the prevention, early identification, referral, treatment support, and continuity of care for children at risk or affected by wasting.
• Provide regular/monthly updates on the progress of the projects, including any arising risks and issues to the project manager.
• Support coordination between PHD, ODs, HC/CCWC/VHSG to map high risk and hard to reach community.
• Participate in regular network meetings on health and nutrition in cooperation with the government, and other NGO actors to identify and address barriers.
• Work with MERL Officer and the Project team to consolidate and prepare information and other inputs required for progress reports and submit to Project Manager.
• Monitoring, review and evaluation
• Support the Project Manager and MERL Officer to regularly monitor project/program outputs in accordance with the M&E frameworks of the project.
• Conduct monthly field monitoring to provide support to PHD, OD, HC, VHSGs, CWCC, and local authorities for smooth project implementation and achievements.
• Monitor the progress of health activities according to the set standards and indicators of the project.
• Support Project Manager to regularly monitor project outcomes as per the M&E framework and regularly update the progress report and ensure timely closure of the Project Outline in the SAP/ERP system.
• Actively participate in monthly team meetings/reflections with Project Manager, PPM and other Program staff.
• Adhere to the Safeguarding Children and Program Participants and report any incidents in line with local reporting mechanisms.

Qualifications

• Bachelor's Degree in Public Health, Nutrition, Development Management, Social Work, or other related fields

Work History

• Implementing Health or Nutrition project projects/programs for 3 years

General & Technical Skills

• Training in HCD, nutrition, community mobilization, behavior change communication, or project management preferred.
• Knowledge of social development, rights-based approach, gender equality and working with sub-national authorities.
• Experience working in community health, nutrition, HCD, MNCHN, immunization, SBC, or community systems strengthening.
• Experience in working with and through government departments for implementation.
• Experience engaging with private sector entities, factories, worker groups or urban communities, supporting women workers, young mothers, and other vulnerable populations or indigenous and hard-to-reach communities is desirable.
• Experience in capacity building and training.
• Experience in project management, budget management and reporting.
• Ability to develop and monitor complex project/program plans and budgets effectively.
• Ability to plan, monitor and report on program activities in line with donor requirements.
• Ability to coordinate a wide variety of stakeholders at different levels for program implementation and monitoring.
• Good communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing).
• Good report writing skills in English and Khmer.
• Computer literate (MS-Excel, MS-Word, and MS-PowerPoint).
