Position Summary

Objective and Justification

The primary objective of hiring a Technical Assistant (TA) is to:

• Establish appropriate mechanisms for managing and providing access to relevant geographic information.
• Generate GIS layers and Application Programming Interfaces (APIs) to support integration with the Malaria Information System (MIS) and field-level use.

Scope of Work

The selected TA will work closely with the Head of the MIS Unit and relevant CNM teams to assess requirements, establish appropriate mechanisms for managing and accessing geographic information, generate standardized GIS layers, develop APIs and other data access mechanisms, and support integration with the Malaria Information System (MIS) and field-level use, including testing, documentation, and knowledge transfer.

Reporting

The contractor shall be expected to submit activity and technical reports in line with the set deliverables. The reports and deliverables shall be submitted for review and acceptance by the National Malaria Program before any payment is made.

Schedule of Payments

Payment shall be made based on the agreed milestones and approved deliverables as communicated in the contract.

Period

The work is to be concluded within 79 days, from 27 September 2026 to 14 December 2026. The contractor shall share their proposed implementation schedule in line with the set deliverables.

Duties & Responsibilities

• Assessment and Planning
• Assess requirements for managing, maintaining, accessing, and integrating relevant geographic information.
• Develop a proposed methodology and implementation plan for GIS layer and API development.
• Geographic Data Management and Access
• Establish appropriate data management and access mechanisms for relevant geographic information.
• Develop appropriate approaches for structuring, managing, and making available household/building location and road network data for use within the MIS.
• GIS Layers and API Development
• Generate standardized GIS layers based on relevant geographic datasets.
• Develop APIs, data access services, or other appropriate mechanisms to enable access to relevant geographic information.
• Support integration of GIS layers and APIs with the MIS and field-level use.
• Testing and Implementation
• Test the mechanisms for managing and providing access to relevant geographic information.
• Test GIS layers, APIs, and integration mechanisms.
• Identify and address technical issues and refine the system based on findings and stakeholder feedback.
• Documentation and Capacity Building
• Prepare technical documentation for GIS layers, APIs, and relevant integration processes.
• Provide technical guidance and knowledge transfer to relevant CNM staff.
• Expected Outputs
• Assessment report and implementation plan for GIS layers, APIs, and related data access mechanisms.
• Standardized GIS layers and appropriate data access mechanisms generated.
• APIs or other appropriate technical components developed and prepared for MIS and field use.
• Technical documentation, guidance, and knowledge transfer provided to relevant CNM staff.

Qualifications

• Master's Degree in GIS, Computer Science, Information Technology, or another related field

Work History

• GIS, geospatial data management, information system development, API development, or related areas for 5 years as a minimum

General & Technical Skills

• Demonstrated experience in API development, geospatial data management, and information system integration.
• Strong knowledge of GIS, geospatial data management, and spatial data processing.
• Strong experience in developing APIs, data exchange mechanisms, and integrating geographic information with information systems.
• Knowledge of cybersecurity principles, including secure data exchange and access control.
• Ability to prepare technical documentation and provide technical guidance or capacity building.
• Familiarity with the health system in Cambodia is desired.
• Experience in malaria or public health is desired.
