Position Summary

Employment Type: Full-Time (Stay-in Position)

Duties & Responsibilities

  • Human Resource Management & Workforce Planning
  • Plan, organize, supervise, and manage KSCAC’s human resource systems.
  • Ensure appropriate staffing across all departments, including production,
  • marketing, finance, operations, and administration.
  • Identify workforce requirements and staffing gaps.
  • Support recruitment, onboarding, staff deployment, and retention planning.
  • Recruitment & Talent Acquisition
  • Lead recruitment processes for technical, operational, and management positions.
  • Prepare job announcements, job descriptions, interview procedures, and candidate assessments.
  • Ensure the recruitment of qualified and disciplined personnel aligned with KSCAC’s organizational culture and operational standards.
  • Build and maintain a strong workforce to support long-term organizational growth.
  • Performance Management & KPI Enforcement
  • Implement and monitor staff KPI systems across all departments.
  • Coordinate measurable daily performance reporting with department managers.
  • Evaluate staff performance based on:
  • Productivity
  • Work discipline
  • Reporting quality
  • Operational contribution
  • Profitability support
  • Support leadership in implementing performance-based salary adjustments, bonuses, disciplinary actions, and role assignments.
  • Discipline, SOP & Operational Compliance
  • Ensure staff compliance with KSCAC’s SOPs, internal regulations, attendance policies, reporting discipline, and operational systems.
  • Enforce workplace discipline across all departments.
  • Monitor staff attendance, leave management, shift handovers, and continuity of responsibilities.
  • Support leadership in building a system-driven operational culture.
  • Payroll, Leave & Staff Administration
  • Manage payroll records, attendance records, staff leave, overtime, employment contracts, and personnel files.
  • Ensure salary administration aligns with KSCAC’s performance-based management philosophy.
  • Monitor leave approval with delegation and task continuity control.
  • Maintain accurate and updated staff administrative system.
  • Training & Staff Development
  • Identify training needs across departments.
  • Organize staff orientation, technical training, SOP training, and leadership
  • Development program
  • Improve staff productivity, discipline, and technical capabilities.
  • Support the building of professional cooperative workforce.
  • Organizational Reporting & HR Intelligence
  • Prepare daily, weekly, and monthly HR reports for KSCAC leadership.
  • Report on:
  • Staff attendance
  • Performance issues
  • KPI scores
  • Disciplinary actions
  • Recruitment status
  • Payroll and workforce cost
  • Staff turnover
  • Support leadership with workforce intelligence for decision-making.
  • Conflict Resolution & Staff Relations
  • Handle staff grievances, workplace conflicts, disciplinary cases, and personnel-related issues.
  • Promote teamwork, discipline, and healthy working relationships.
  • Ensure fair treatment while maintaining organizational discipline.
  • HR Cost Control & Organizational Efficiency
  • Monitor workforce costs and productivity ratios.
  • Support leadership in identifying overstaffing, underperformance, and organizational inefficiencies.
  • Strengthen HR contributions to organizational profitability and sustainability.
  • Leadership Support & Organizational Discipline System
  • Serve as a strategic support function to KSCAC leadership in enforcing organizational discipline and accountability.
  • Help integrate the following into one unified management system:
  • HR management
  • KPI systems
  • Payroll management
  • Performance management
  • Reporting system
  • Operational discipline
  • Support KSCAC’s transition toward a professionally managed and system-driven cooperative organization.

Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, Management, or a related field

General & Technical Skills

  • Strong experience in HR management, recruitment, payroll administration, staff discipline, and personnel administration.
  • Ability to implement KPI (Key Performance Indicator) systems and performance-based management.
  • Willingness to stay full-time at KSCAC Head Office in Kampong Cham Province.
  • Experience in agricultural organizations, factories, cooperatives, or operational environments is an advantage.
