Job description

Senior enterprise control leader responsible for end-to-end risk governance, independent challenge and consolidated risk oversight across the Bank, with accountability for:

  • Integrity and effectiveness of the enterprise risk management framework
  • Quality, timeliness and transparency of risk reporting to Management and the Board Risk Committee
  • Early identification and escalation of emerging risks, portfolio deterioration and limit breaches
  • Independent oversight of credit, operational, market, liquidity, technology, information, model and environmental and social risks
  • Forward-looking stress testing, capital and provisioning challenge
  • Risk culture, capability and accountability across the three-lines model

This is an independent enterprise control and strategic advisory role, not a credit approval, internal audit or compliance administration role.

1. Enterprise Risk Framework & Risk Appetite Governance

  • Build, maintain and periodically review the enterprise risk management framework, risk appetite framework and supporting risk policies.
  • Translate Board-approved appetite into measurable limits, thresholds, key risk indicators and escalation triggers.
  • Provide independent challenge to strategy, business plans, products, investments and material changes in the operating model.
  • Monitor aggregate and emerging risks and escalate material breaches, concentrations and control failures promptly.
  • Maintain clear risk ownership, committee mandates, delegated authorities and decision records.

2. Credit Portfolio Risk & Asset Quality Oversight

  • Provide independent portfolio-level oversight of credit quality, concentrations, classification, restructuring, refinancing and potential evergreening risks.
  • Establish early-warning analytics and ensure timely challenge and intervention on deteriorating portfolios and priority accounts.
  • Independently assess expected credit loss, provisioning adequacy and loss forecasting in partnership with Finance and relevant control functions.
  • Monitor sector, geographic, product, collateral and large-exposure concentrations against approved limits.
  • Challenge credit policies, underwriting standards and portfolio strategies while preserving separation from first-line credit origination and approval.

3. Operational, Technology, Information & Model Risk

  • Oversee operational risk management, loss-event and incident reporting, root-cause analysis and remediation discipline.
  • Set risk standards for technology, cyber, information security, third-party, outsourcing, fraud and data risks in coordination with accountable control owners.
  • Establish model-risk governance covering inventory, validation, change control, performance monitoring and use limitations.
  • Ensure business continuity and crisis-management frameworks are tested, current and aligned to critical services.
  • Drive thematic reviews and risk assessments across material processes, systems and transformation initiatives.

4. Market, Liquidity, Capital & Stress Testing Oversight

  • Provide independent oversight of market, interest rate, liquidity and funding risks against approved appetite and limits.
  • Lead the enterprise stress-testing programme, including severe but plausible scenarios, reverse stress testing and management actions.
  • Challenge capital and liquidity adequacy, recovery options and contingency funding preparedness.
  • Ensure risk considerations are embedded in strategic planning, budgeting and balance-sheet decisions.
  • Provide forward-looking risk insights on macroeconomic, regulatory and market developments.

5. Risk Governance, Board Reporting & Regulatory Assurance

  • Act as a principal risk adviser to the Board Risk Committee, CEO and ExCo and support the Committee's effective discharge of its mandate.
  • Deliver concise, decision-grade risk reporting covering exposures, trends, breaches, emerging risks, stress outcomes and remediation.
  • Coordinate risk-related regulatory examinations, submissions and issue closure with clear ownership and evidence.
  • Ensure material risk decisions are transparent, auditable and supported by reliable data.
  • Maintain effective engagement with regulators, external auditors, rating agencies and other relevant stakeholders on risk matters.

6. Environmental & Social Risk, Risk Culture & Capability

  • Own the environmental and social risk management framework and integrate relevant risk criteria into credit and business processes.
  • Build enterprise risk awareness through role-based training, communication, scenario exercises and accountability mechanisms.
  • Develop and retain a capable Risk Management team with strong technical depth, succession coverage and ethical judgement.
  • Promote constructive challenge, timely escalation and a speak-up culture without fear of retaliation.
  • Set clear objectives, performance standards and development plans for the Risk Management function.

  • 15+ years of progressive banking or financial services experience, including substantial leadership in enterprise risk management or a major risk discipline.
  • Proven experience leading an independent second-line function in a regulated financial institution.
  • Deep knowledge of enterprise, credit portfolio, operational, market, liquidity, capital, technology, model and environmental and social risk governance.
  • Strong command of risk appetite, stress testing, expected credit loss, portfolio analytics, capital and liquidity concepts.
  • Demonstrated ability to provide constructive challenge and influence Board, executive and senior business stakeholders.
  • Strong analytical judgement and ability to translate complex risk information into clear decisions and actions.
  • Bachelor's degree in Finance, Economics, Risk Management, Mathematics, Statistics, Business or a related discipline; a relevant master's degree is preferred.
  • Relevant professional qualification such as FRM, PRM, CFA, ACCA or equivalent is preferred.
  • Experience working with banking regulators and Board Risk Committees; Cambodia or ASEAN banking exposure is advantageous.
