<b>Education</b>
- Bachelor's degree in Human Resources, Business Administration, Management, or related field.
- Master's degree or professional HR qualification is an advantage.
<b>Experience</b>
- 8–12+ years of progressive HR experience.
- At least 3–5 years in a senior HR management/leadership position.
- FMCG, consumer goods, retail, distribution, logistics, or manufacturing experience preferred.
- Experience managing both HR and Administration functions.
- Experience supporting a large field-based workforce is highly preferred.

<b>Job Purpose</b>
Lead and oversee the company's <b>Human Resources and Administration</b> functions, ensuring the organization has the right people, structure, policies, systems, and workplace environment to achieve its business objectives.
The Head of HR & Admin will act as a strategic business partner to the CEO/Management Team while maintaining strong hands-on oversight of day-to-day HR operations.
<b>Key Responsibilities</b>
<b>A. HR Strategy & Business Partnership</b>
- Develop and execute the company's annual HR strategy aligned with business objectives.
- Partner with senior management and department heads on people-related matters.
- Develop workforce plans based on business growth and organizational requirements.
- Advise management on organization structure, manpower requirements, and people costs.
- Support business expansion, restructuring, and organizational transformation.
- Establish HR policies, procedures, and systems that support business growth.
- Provide regular HR reports and recommendations to the Management Team.
<b>B. Recruitment & Talent Acquisition</b>
- Develop and manage the company's recruitment strategy.
- Lead recruitment for key management and critical positions.
- Work with department heads to identify manpower requirements.
- Establish recruitment processes and selection standards.
- Manage onboarding and probation processes.
- Build talent pipelines for sales, distribution, warehouse, logistics, and head-office functions.
- Develop employee retention strategies.
<b>C. Organization Development & Workforce Planning</b>
- Develop and maintain the organization chart.
- Review manpower productivity and workforce requirements.
- Develop job descriptions and competency requirements.
- Conduct manpower planning and budgeting.
- Support succession planning for key positions.
- Identify critical talent and development needs.
- Develop career progression frameworks.
<b>D. Compensation & Benefits</b>
- Develop and maintain salary structures and job grades.
- Conduct salary benchmarking and market analysis.
- Manage salary review and annual increment processes.
- Design and review incentive schemes, particularly for sales and field teams.
- Manage employee benefits and allowances.
- Monitor payroll accuracy and coordinate payroll processing.
- Control manpower-related costs.
<b>E. Training & Development</b>
- Conduct training needs assessments.
- Develop annual training and development plans.
- Organize leadership and management development programs.
- Develop sales and field-force capability programs.
- Support technical and functional training.
- Establish employee development and career planning programs.
- Evaluate training effectiveness.
<b>F. HR Policies, Compliance & Governance</b>
- Develop, review, and implement HR policies and procedures.
- Ensure compliance with applicable Cambodian labor laws and regulations.
- Maintain employee records and HR documentation.
- Ensure employment contracts and HR practices are properly managed.
- Monitor compliance with internal policies.
- Coordinate with external legal/HR advisors when required.
- Maintain confidentiality of employee information.
<b>G. HR Team Management</b>
- Lead, coach, and develop the HR & Admin team.
- Establish clear responsibilities and KPIs for HR team members.
- Improve HR team's service level to internal departments.
- Ensure timely delivery of HR services.
- Build a professional and business-oriented HR function.
