Job Description

Role Purpose

The Monitoring & Evaluation Specialist supports the design, implementation and continuous improvement of monitoring, evaluation and reporting systems for Global Fund-supported programmes managed by UNOPS. The role ensures timely collection, validation, analysis and reporting of programme performance data, strengthens data quality and partner monitoring capacities, and provides technical guidance to National Programmes, Sub-Recipients and implementing partners. Working closely with programme teams and key stakeholders, the incumbent contributes to evidence-based programme management, donor reporting, performance improvement and achievement of grant objectives while ensuring compliance with Global Fund, UNOPS and national monitoring and evaluation requirements.

Functions / Key Results Expected

Under the direct supervision of the Monitoring and Evaluation Senior Manager (or designated supervisor), the Monitoring and Evaluation Specialist will support the implementation, oversight and continuous improvement of monitoring, evaluation and reporting systems for Global Fund-supported programmes.

The incumbent will perform, but not be limited to, the following responsibilities:

Monitoring, Evaluation and Reporting

• Provide technical and technological inputs into the design, implementation, and improvement of the programme’s monitoring and evaluation systems, policies, tools, and processes, to ensure it is able to meet the evolving data needs and emerging priorities.

• Under the overall supervision of the Monitoring and Evaluation Senior Manager, adapt fit-to-context monitoring and evaluation approaches and arrangements, ensuring leveraging adaptive modalities and technological tools.

• Coordinate the implementation and continuous improvement of monitoring, evaluation and reporting systems that support effective programme management and comply with Global Fund, UNOPS and national requirements.

• Develop, maintain and periodically review programme monitoring plans, programme performance frameworks, indicator reference guides, reporting tools and standard operating procedures.

• Ensure timely collection, consolidation, validation and submission of programmatic data and reports from National Programmes, Co-Principal Recipients (where applicable), Sub-Recipients (SRs) and implementing partners.

• Review programme reports for completeness, consistency, quality and compliance with approved reporting requirements prior to submission.

• Support the preparation of Progress Updates (PUDRs), Pulse Checks, grant performance reports, analytical summaries, management reports, presentations to management and external stakeholders, and other donor reporting requirements.

Data Quality Assurance and Performance Monitoring

• Conduct routine data quality assessments, data verification exercises, programme spot checks and field monitoring visits to validate programme performance and ensure data integrity.

• Review source documents and reporting systems to verify the accuracy, completeness, consistency and timeliness of reported data.

• Cross-check programmatic achievements against financial implementation to improve confidence in reported programme results and identify discrepancies requiring follow-up.

Education Requirements

Required

• Master’s degree (or equivalent) in Medical & Health Sciences, public health, epidemiology, health economics, health management, health social science, social science or other related discipline with 5 years of relevant experience OR

• Bachelor’s degree in the above listed subjects combined with additional two years of relevant experience may be accepted in lieu of a Master’s degree.

Experience Requirements

Required

• Minimum of 5 years of relevant experience monitoring and evaluation; including the development, design and implementation of monitoring and evaluation systems for public health programmes.

• Familiarity with DHIS2 (District Health Information Software) or similar integrated public health databases and technological tools.

• Willingness to undertake field visits in difficult conditions is required.

Desired

• Experience with international donors and in the UN system would be an asset.

• Previous work in and knowledge of the political, economic and social situation in Myanmar would be an asset.

• Ability to analyze large datasets using software such as Stata, SPSS, R, or Python.

• Familiarity with mobile data collection tools like KoBoToolbox, ODK (Open Data Kit), or CommCare for field-level health data gathering.

Language Requirements

English: Fluent proficiency level required.

Burmese: Fluent proficiency level required.
