The Project Manager is responsible for overall managing the project and supporting the Project Officers to directly implement the project through working closely with PHD and OD to enhance capacity of provider competence in accelerating Prevention, Early Identification, and Management of Child Wasting through Government Systems for high risk and hard to reach communities. To carry out socially-inclusive planning, monitoring, community mobilization, collective feedback and support outreach activities.

Duties & Responsibilities

• Planning
• Ensure consistency and coherence of program planning, budgeting and monitoring with the overall project and budget, Country Strategic Plan (CS), and donor requirements.
• Develop annual and quarterly plans, monitoring plans, in line with the project and M&E framework.
• Support the project team to work with the Provincial Health Department (PHD), Operational District (OD), Referral Hospital (RH), Health Center and VHSGs in planning of outreach activities for the to support specific vulnerable groups among populations targeted especially those who left behind.
• Formulate project activities to include gender transformative aspect in order achieve gender equality outlined in the Policy on Gender Equality and Inclusion.
• Ensure that safeguarding for Children and Program Participants risks included in the project planning and also budget for implement activity to mitigate those identified risk.
• Implementation
• Lead Project Officers to implement project activities as agreed in the project documents and frameworks and agreed timeframes.
• Carry out project activities in coordination and collaboration with Provincial Health Department, Operational District (OD) officers, Health Center staffs to lead implementation of child wasting prevention, early identification, referral and continuity of care through community platforms and existing Government systems, in target provinces
• Conduct a Rapid Coverage and Community Assessment (RCCA)
• Lead conducting HCD (Human-Centered Design) to test, and refine practical solutions, tools, materials, and implementation approaches, generating only the additional evidence and insights needed to strengthen programme effectiveness.
• Support ODs/HCs in developing a work plan and budget to implement the approved interventions
• Assess the capacity gaps of HCs/Referral Hospital to improve child wasting outcomes
• Assess the capacity gaps VHSGs, identify training needs, and collaborate with ODs/HCs to build VHSG capacity to support caregivers, promote early identification of children at risk of wasting, and facilitate timely referral, treatment, follow-up and recovery through linked health services and government systems.
• Build capacity of local authorities and communities in identifying targeted communities, planning, coordination, and monitoring on early identification of children at risk of wasting, timely referral, treatment, follow-up and recovery through linked health services.
• Lead and facilitate workshops with technical departments, local authorities to develop/update the rapid HCD process, including discovery, co-creation, prototyping, testing, validation, and refinement of user-centred solutions.
• Use digital platforms, social media, children/youth groups and networks and local mass media to raise awareness
• Lead the project team to collect the data on barriers to access health care services, through real-time monitoring and community feedback gathering.
• Ensure that system processing for the request for advance and other payments is accurate and timely.
• Monitor the progress of project implementation and budget spending of the Projects and provide timely advice and support on any major issues in over / under spending and/or delays or deviations to work plans.
• Implement his / her work with different stakeholders from the perspective of achieving gender equality as outlined in the Policy on Gender Equality and Inclusion.
• Conduct Safeguarding and PSHEA risk assessments accordance to SCPP/PSHEA Policy during project implementation cycle, field visits of donors/stakeholders
• Manage all project-funded assets with properly recorded, utilized, monitored, inventoried, and safeguarded in accordance with donor requirements and organizational policies.
• Coordination and reporting
• Work closely with Plan's in-house Grants Team for ensuring donor reporting compliance.
• Coordinate with UNICEF team to provide technical assistance and work closely with existing Plan International Cambodia NGO partners in facilitating coordination with Ministries and authorities at the different levels, engaging in advocacy.
• Represent Plan International and participate in relevant meetings at the district and provincial level as agreed with the PPM.
• Provide regular / monthly updates on the progress of the projects, including any arising risks and issues to Programme and Partnership Manager (PPM).
• Participate in regular network meetings on health sector in cooperation with government, UNICEF, and other NGO actors to identify and address barriers
• Consolidate, review and edit progress reports to donors (annual / Semester / quarterly), to ensure they are high quality, on time, and comply with donor requirements.
• Prepare information and other inputs required for progress reports.
• Monitoring, review and evaluation
• Work closely with Plan's in house MERL Team on the HCD design, prototype, testing and refinement as well as project data management, documentation and learning;
• Support Project Officers and MERL Officer to regularly monitor project / program outputs in accordance with the M&E frameworks of the project.
• Conduct monthly field monitoring to provide support to HC, VHSGS, CWCC, and local authorities for smooth project implementation and achievement
• Monitor the progress of health activities according to the set standards and indictors of the project.
• Regularly monitor project outcomes as per M&E framework and regularly update the progress report in the Project Outline and ensure timely closure of the Project Outline in the SAP/ERP system.
• Actively participate in monthly team meetings / reflections with POs, PPM, Specialists and other Program staff.
• Participate and coordinate all reviews and evaluation.
• Adhere to the Safeguarding for Children and Program Participants and report any incidents in line with local reporting mechanisms.
• Management:

• Coordinate effectively with others to ensure high performance within a complex matrix operating structure
• Provide appropriate training and support to direct reports as necessary to ensure they have ability to perform their duties effectively and efficiently
• Work with Program and Partnership Manger to coach and build the capacity of staff and counterpart, particularly to address identified gaps at HC/referral Hospital management practices.
• Provide technical advice and make recommendations in consultation with UNICEF staff and partners to improve monitoring tools, procedures, process and benchmark standards, and reporting.
• Conduct field visits to support Project Officers and PHD, ODs in the management of the program, sharing experiences and learning where appropriate.

Qualifications

• Bachelor's Degree in Health and Nutrition, Social Sciences and Development or equivalent.

Work History

• Implementing Health/Nutrition or other related projects/programmes for 5 years

General & Technical Skills

• Knowledge of intensive project management and quality control.
• Good knowledge of community development related to integrated Nutrition, livelihood and WASH/ Nutrition Sensitive WASH
• Good knowledge of Cambodia's health and nutrition systems, including PHC, IMAM, VHSG and community health structures.
• Knowledge of social development, gender equality, the rights-based approach, partnership and working with sub-national authorities.
• Experience engaging with private sector entities, factories, worker groups, urban communities, supporting women workers, young mothers, and other vulnerable populations is desirable.
• Experience in working with and through government departments for implementation.
• Experience in capacity building and training.
• Experience in project management, budget management and reporting.
• Ability to develop and monitor complex project / program plans and budgets effectively.
• Ability to plan, monitor and report on program activities in line with donor requirements.
• Ability to coordinate a wide variety of stakeholders at different levels for program implementation and monitoring.
• Excellent communication skills, both verbal and writing in English and Khmer (including but not limited to facilitation, networking, negotiating, capacity building and influencing).
• Able to analyse and solve problems independently, and make decisions based on sound judgement.
• Willingness to travel and stay at project sites.
• Proven report writing skills in English and Khmer.
• Computer literate (MS-Excel, MS-Word, and MS-PowerPoint)
