Position Summary
You will help ensure that HFSV’s administrative systems are dependable, professional, compliant, and aligned with our mission. You will also help shape how people are welcomed, supported, developed, held accountable, and guided through difficult situations.
We are seeking an emotionally mature, highly organized, and deeply people-focused HR & Administration Officer to help us strengthen the culture, relationships, systems, and daily operations that support this mission.

More Than an Administrative Position
This is not simply a back-office or paperwork role.
The successful candidate will work near the heart of HFSV—supporting our employees, house mothers and caregivers, children and young people, leadership, and organizational operations.

Duties & Responsibilities
- People, Culture & Employee Support
- Help create a healthy, respectful, professional, and accountable workplace culture.
- Support recruitment, onboarding, personnel documentation, probation reviews, performance processes, staff development, and employee well-being.
- Become an approachable and trusted resource for employees while maintaining confidentiality, professional boundaries, and impartiality.
- Help team members grow as individuals, colleagues, and contributors to the HFSV mission.
- Grievance and Conflict Resolution
- Receive workplace and Hope House concerns calmly, fairly, and respectfully.
- Help address grievances, misunderstandings, strained relationships, and interpersonal conflicts involving team members, house mothers or caregivers, children, and young people.
- Facilitate sensitive and constructive conversations when it is safe and appropriate to do so.
- Help people communicate honestly, understand the effects of their actions, accept appropriate responsibility, establish healthy boundaries, and agree upon practical next steps.
- Recognize when a matter requires safeguarding escalation, formal investigation, professional counseling, social-work intervention, medical attention, or senior leadership involvement.
- Ensure that reconciliation is never used as a substitute for safety, accountability, appropriate consequences, or required reporting.
- You will not be expected to serve as a clinical counselor. However, demonstrated experience in employee relations, grievance handling, mediation, conflict resolution, counseling-informed support, restorative practice, psychology, social work, or a related field is essential.
- Children, Caregivers & Hope House
- Build healthy and appropriate relationships with children and young people in accordance with HFSV safeguarding policies.
- Work constructively with house mothers and caregivers to support a stable, nurturing, respectful, and emotionally healthy home environment.
- Offer age-appropriate encouragement, guidance, coaching, and positive adult role-modeling.
- Help ensure disputes involving children are handled sensitively, without humiliation or shame, while maintaining appropriate accountability and prioritizing safety.
- Administration, Systems & Operations
- Support the Country Director in the smooth and effective daily operation of HFSV.
- Maintain accurate and confidential employee, administrative, compliance, inventory, and operational records.
- Coordinate meetings, schedules, correspondence, action items, office requirements, purchasing, vendors, transportation, and logistics.
- Support documentation related to Cambodian employment requirements, NSSF, safeguarding standards, organizational approvals, and donor requirements.
- Proactively identify administrative challenges and help develop practical, sustainable solutions.

- Exceptional candidates demonstrating particularly strong employee-relations, safeguarding, counseling or residential child-care experience are especially considered

Qualifications
- Bachelor's Degree in Human Resources, Business Administration, Management, Psychology, Social Sciences, Public Administration, or a related discipline. Equivalent relevant experience may also be considered
Work History
- HR, administration, office management, NGO operations, employee support, education, social services, or a related field for 3 to 5 years
General & Technical Skills
- Demonstrated professional experience handling grievances, employee relations, conflict resolution, or emotionally sensitive interpersonal matters.
- The ability to facilitate difficult conversations with maturity, fairness, compassion, calmness, and appropriate firmness.
- A sound understanding of confidentiality, documentation, professional boundaries, safeguarding escalation, and the limitations of informal mediation.
- Khmer fluency and functional professional English.
- Strong organizational, communication, recordkeeping, and follow-through skills.
- Confidence using Microsoft Word, Excel, email, Google Drive, and appropriate technology to improve efficiency.
- Formal training or substantial practical experience in mediation, grievance management, counseling, psychology, social work, trauma-informed care, restorative practice, child development, or employee relations is strongly preferred.
- Experience supporting the healthy development of children or young people through caregiving, mentoring, coaching, teaching, counseling, social work, or similar sustained responsibility will be highly valued.
